The objective of FP is to support the University strategic initiative goals (Refer to IIUM Roadmap 2021
– 2022) for developing and generating tangible or intangible outcome that are fundamentally guided by Maqasid Shariah (MAS) and Sustainable Development Goals (SDG)
FLAGSHIP PROJECT
COMMON CRITERIA
There are five (5) priority areas that a flagship may choose, namely:
i. Promotion or ‘Balanced’ between spirituality, knowledge, skills and habits;
ii. Heritage and culturally-responsive in nature;
iii. Collaborative efforts among staff, students and other university community which
promote formation of positive habits;
iv. Continuous effort that promotes elements of social, economic and environmental
sustainability;
v. Involvement of horizontal and diagonal collaborations and strategic partners.
It is also important to note that all flagship projects must relate with the seven (7) Missions of the University:
i. Integrated knowledge;
ii. Sustainable development;
iii. Islamisation;
iv. Islamic moral-spiritual values;
v. International community;
vi. Intercultural understanding;
vii. Deep sense of social responsibility
PROJECT CRITERIA
❑ A Project Plan Description (PPD) is required for evaluation and approval by the University Management Committee (UMC).
❑ Amendments to PPD after the UMC approval should be notified to Office for Strategy and Institutional Change (OSIC).
❑ Project Leader (PL) and members should comply with the IIUM Rules and Regulations, Policies and Procedures not limited to Financial, Research and Innovation, and IIUM Disciplinary.
❑ Project Leader or PL is referred to a person who is appointed by the University authority to lead the project. A different point for contribution in the Annual Performance Appraisal Report (APAR) between PL and members based on their roles (Refer to the following).
❑ It is advisable for each project to form a committee consisting of at least a Chairperson, Secretary and Treasurer to ensure the successful running of the project.
Their roles are as follows:
a) Chairperson – The PL acts as a Chairperson and oversees the whole project (PL responsibilities are as in Item 9.0).
b) Secretary – Involves with reporting of the project and all relevant activities (e.g.: website, presentation, meetings and etc).
c) Treasurer – Involves with the reporting of funds related to the project including all cash received, expenses incurred, and preparing the complete financial report.
d) Projects may form the committee consisting more than three members as mentioned above when necessary.
PROJECT DURATION
a) The duration of FP shall not exceed eighteen (18) months.
b) Additional six (6) months will be granted if deemed necessary subject to approval by the relevant University authority.
FLAGSHIP PROJECT MONITORING
a) PL is required to submit Project Progress Report (PPR) and financial report every three (3) month to OSIC. The PPR will used to monitor and evaluate FP performance by OSIC.
b) FP progress is expected to be presented to the University Management Committee and Board of Governors (BOG) every six (6) months.
c) If the project shows non-compliance of agreement and non-adherence to timelines, the University reserves the right to suspend or terminate the projects (Refer to Item 12.0).
d) The Project Completion Report (PCR) and financial report should be submitted to OSIC within two (2) months after the project is completed.
RESPONSIBILITIES OF PROJECT LEADERS
a) PL is responsible to ensure the successful implementation of the FP. PL should ensure that the projects are carried out effectively to meet the specified objectives, and success within the period specified in the required time frame and funding.
b) It is the PL’s responsibility to ensure that the correct and updated information related to the milestone achievement and expenditure are reported.
c) Failure to submit the PPR and financial report is a serious omission that will result in the withholding of funding or possible termination of project.
